Most HDB flats built before 2000 still have their original distribution board — a rewireable fuse system designed in an era when homes had a fridge, a TV, and a couple of lights. Today, the same DB box is expected to handle induction hobs, instant water heaters, multiple air-conditioners and increasingly EV chargers.

Swaps the entire distribution board — enclosure, breakers, and earth leakage protection — for a new SS 638-compliant unit. This is the right call when the board itself is outdated, damaged, or still running the original rewireable fuses many pre-2000 HDB flats were built with.
Adds capacity or protection to specific circuits within an existing, otherwise sound DB box — for example, a dedicated circuit for an EV charger, splitting an overloaded kitchen circuit, or an additional RCCB for a wet area. Your board stays; its capability grows.
A DB box replacement modernises the whole distribution board to current safety standards; a circuit upgrade adds or improves specific circuits on a board that's otherwise still safe. Homes over 20 years old, or showing scorching, buzzing, or repeated unexplained trips, almost always need full replacement rather than a single-circuit fix.
Pre-2000 flats typically still run rewireable fuses, which predate SS 638 and can't provide RCCB earth-leakage protection. Replacement is usually the right call — and an LEW certificate is increasingly requested by resale lawyers and buyers.
